From 2013 to 2018, the "Regulations on the Responsibility for Repair, Replacement, and Return of Household Car Products" (Automobile Three Guarantees Regulations) has been implemented for five years.  On October 31, the Quality Supervision Bureau of the General Administration of Market Supervision announced that at present, the State Administration of Markets is organizing relevant technical institutions and industry organizations to revise and improve the regulations.  In the near future, we will increase the efforts of three guarantees for automobiles and other products, improve the three-package clauses and related standards for new energy vehicles, flat-panel TVs, etc., improve the dispute handling mechanism of third-party experts, and explore the establishment of a three-package information disclosure platform for products.


In fact, the three-package regulations for cars that came into effect on October 1, 2013 cover all household car products, but do not include important components such as power batteries, motors, and electric control systems for new energy vehicles, especially electric vehicles. The data shows that since the implementation of the three-vehicle regulations, the failure rate of new cars in China has been significantly reduced. In 2012, the average new car failure rate of China's automobile products was 17.1%. In 2016, the average new car failure rate of China's automobile products dropped to 8.3%.  According to another data, as of October 2018, a total of 152 auto producers were filed and released through the Auto Three Guarantees Information System.  Among them, there are 116 domestic automakers and 36 imported automakers, involving 11,463 models and 54,800 sales and repair outlets.  


In addition, according to the survey data of 117 automobile producers in the Defective Product Management Center in 2014, according to incomplete statistics, more than 80 automakers invested nearly 1.8 billion yuan in the implementation of the three-package regulations. .  In 2017, in the self-examination and evaluation of the implementation of the three-vehicle regulations, various auto companies actively improved the quality of products and services, and increased investment in design, R&D and manufacturing.  In terms of Chinese brands, such as Geely Automobile and Great Wall Motor, the failure rate of new vehicles in 2016 has dropped by more than 75 percentage points compared with 2012; Changan Automobile and other enterprises have dropped by 90%.

At the same time, the automobile three-package regulations encourage car companies to make quality guarantee commitments higher than the minimum standard of three guarantees, and promote the industry to shift from price competition to product service quality competition.  At present, more than 83.3% of the producers have established an after-sales service policy based on a longer quality guarantee period.  For example, Beijing Hyundai and Beiqi Co., Ltd. promised a three-year or 100,000-kilometer warranty, and Geely Automobile promised a four-year or 100,000-kilometer warranty.  According to statistical calculations, the average repair period of products in China at present is 3.43 years/8.4 million kilometers, which has exceeded the established requirements of the Three Guarantees Regulations.
