In 2018, the development of new energy vehicles in China is still very fast. As of November, the cumulative production and sales volume of new energy vehicles was 1.054 million and 1.03 million, respectively, an increase of 63.6% and 68% over the same period of the previous year. The number of new energy vehicles exceeded 2 million vehicles.The charging infrastructure has developed rapidly. The number of built-up charging piles has exceeded 720,000, providing energy support for new energy vehicles. However, while the number is growing rapidly, there are also prominent problems such as many hidden dangers, low operational efficiency and poor user experience. .The short cruising range of electric vehicles, slow charging, and poor charging experience are still the heartache of electric car owners.

 

This year, electric vehicle charging technology is undergoing such profound changes. The charging technology is developing rapidly, and the features of fast, convenient, intelligent and interactive are further revealed. High-power charging technology, wireless charging technology, and two-way interactive technology of charging and discharging are gradually industrialized. In combination with energy storage technology, the connection between electric vehicles, intelligent transportation and smart energy is becoming more and more tight. Cross-border integration and development are providing new space for the development of electric vehicles and charging facilities. Electric vehicle charging service providers to energy service providers The transformation is showing signs.The standardization work of electric vehicle charging facilities is aimed at the development trend of electric vehicles and charging facilities in 2018, and is laid out in advance; speeding up the standard revision and revision of laboratory capabilities for the problems encountered in current industrial development and regulation; and internationalizing charging facilities Actively responding, deeply participating in international standards, and achieving new achievements in international standardization.

(1) Deepening the standard system of charging facilities

The standard system is the basis for standardization work. In order to adapt to the development of charging technology and industrial demand, in 2018, on the basis of the original standard system, electric vehicle charging safety, high power and low power DC charging technology, electric vehicle charging and discharging two-way Interactive technology and other aspects of the preliminary research work of the standard system, held seminars in Chengdu, Shenzhen, Zhengzhou, analysis of technical application scenarios, proposed a standard system, do a good job in the pre-standard top-level design.

(2) Speeding up the pace of standard revision

In 2018, the standardization of charging facilities progressed smoothly and the overall progress was orderly.Submit 6 standards to the relevant government departments and issue 6 standards.They are "The Terminology of Electric Vehicle Charging and Discharging Facilities" (nb/t33028-2018), "Communication Regulations for Electric Vehicle Charging and Intermittent Power Supply Coordination" (nb/t33029-2018), and "Technical Conditions for Electric Vehicles Off-Board Conducting Charger" (nb/t33001-2018), "Technical Conditions for On-board Static DC Energy Meter for Electric Vehicles" (gb/t36277-2018), Technical Specification for Access to Distribution Network for Electric Vehicle Charging and Replacement Facilities (gb/t36278-2018) , "Technical Standards for Decentralized Charging Facilities for Electric Vehicles" (gb/t 51313-2018).At present, there are 50 effective standards for charging facilities, and there are 47 planned projects, including 14 national standards, 13 industry standards, and 20 CEC standards.

(3) Improve the standard technical organization system

In order to strengthen the standardization work of electric vehicle replacement technology and promote the industrialization process of the power-changing technology route, the establishment meeting of the standardization working group for power-changing facilities was held on December 11.The Secretary General of the Working Group is State Grid Electric Vehicle Service Co., Ltd. and the Deputy Secretary General is Beiqi New Energy Co., Ltd.In 2018, the charging facility testing and certification working group, wireless charging working group, high-power charging working group, information security working group and power-changing working group carried out a lot of work around their respective fields, focusing on standard revision and preliminary research, technology development trends, Industrial promotion, using conference activities, test verification, standard publicity and other forms of activities, integrated the upstream and downstream of the industry chain in their respective fields, expanded the representative of the participation in the standardization of charging facilities, has become an important part of the standardization of charging facilities.In response to the standard related patent issues, the "Wireless Charging Standards Working Group on the Management of Essential Patents" was formulated.

(4) Promoting high-power charging technology for electric vehicles

In 2018, the high-power charging technology and standard pre-research of electric vehicles achieved initial results.The main technical points of each link of the high-power charging system were determined at the working group meeting held in February; the new-port scheme of the seven-pin square end face was determined at the high-power charging demonstration pilot work meeting held in June, and each connector company launched a new one. Prototype design, manufacturing and experimental work of the interface, and preparations for the high-power demonstration pilot continue to advance.The report "China's electric vehicle high-power charging technology and standard pre-research work report" was compiled. The report systematically analyzed the necessity and urgency of developing high-power charging technology in China, and comprehensively expounded China's high-power charging technology program. The results have been achieved and the next work plan is proposed.

(5) Starting the electric vehicle low-power DC charging technology

As a new charging technology, electric vehicle low-power DC technology helps to simplify the design of electric vehicle charging system, solve the requirements of low-power charging communication protocol, reduce the overall social cost of electric vehicles and charging facilities, and also lay a two-way interaction for large-scale electric energy in the future. basis.The Standardization Committee timely aimed at the technological frontier of the development of the charging industry, responded to the voice of industry development, held a seminar on low-power DC charging technology and standards, conducted a systematic and comprehensive analysis of this new charging technology, and proposed to adhere to the safety bottom line and development. The development idea of intelligent and convenient charging technology, planning a small power DC charging standard system, and starting the preparation work of gb/t18487.1 modified single, low-voltage power distribution system installation requirements.

(6) Studying the two-way interactive technology of electric vehicle charging and discharging

The two-way interactive technology of electric vehicle charging and discharging is the future development direction of electric vehicle charging facilities. With the continuous expansion of the construction and operation scale of electric vehicles and charging facilities, the application of two-way interactive technology for charging and discharging of electric vehicles is gradually developed, and the standard system is made early. Planning, playing the role of standard technology.The Standardization Committee held a two-way interactive technology and standard seminar for electric vehicle charging and discharging.The conference summarized the various technical branches included in the two-way interactive technology, and combed the application scenarios of two-way interactive technology including orderly charging, power demand side management, and microgrid, and proposed a two-way interactive technology standard development roadmap.

(7) Conducting interoperability testing laboratory consistency comparison activities

In response to the problem of poor interoperability of laboratory interoperability exposed in the interoperability testing activities of the first two phases of conductive charging systems, in 2018, the charging interoperability test laboratory consistency comparison activities were carried out, and AC charging piles and DC chargers were specially made. Two standards, artificially set fault defects in advance, and conduct flow test in 24 testing laboratories, find problems, verify the capabilities of each laboratory, and lay the foundation for the next step to test the testing capabilities of the testing organization.Currently, laboratory consistency comparison tests have been completed.In May, a phased summary meeting of the consistency comparison of AC charging system laboratories was held in Xi'an, Shaanxi.

(8) Deepening the wireless charging technology of electric vehicles

Under the circumstance of completing the preparation of three national standards for wireless charging, a series of activities were carried out around the key issues related to technology and standards in the wireless charging industry promotion process.In response to the selection of wireless charging frequency, the wireless charging system and broadcasting coexistence interference testing activities were jointly carried out with the General Administration of Broadcasting and Television. Field testing activities were carried out in Beijing, Shanghai and Shenzhen, and a wireless charging system and broadcasting coexistence interference analysis report was formed.In 2018, the wireless charging interoperability testing activity was officially launched. A total of 25 institutions or companies at home and abroad signed up for the testing activities.At present, the equipment performance test has been completed, and the research and analysis of the interoperability principle has been initiated.

(9) Studying charging information security

The preparation of the "Technical Specification for Information Safety of Electric Vehicle Charging Facilities" was compiled and verified in the pilot unit.The standard system describes the overall architecture and requirements for information security of charging facilities, laying the foundation for the next step of information security inspection and improvement.(10) To undertake the assessment of the product identification of charging facilities carried out by the charging alliance. In 2018, the management of relevant testing and certification institutions was strengthened, and the identification of product identification marks of charging facilities was carried out in an orderly manner.

(11) Advising the government department

Actively participate in the formulation of relevant national policies, and specifically describe the construction and development of the charging standard system for electric vehicles in the Action Plan for Enhancing the Charging Capacity of New Energy Vehicles (National Reform and Energy [2018] No. 1698) just issued by the National Development and Reform Commission and other four ministries. The goal is to point the direction for the next work plan of the Standards Committee.

(12) Breakthrough in international standardization work

The Sino-German electric vehicle standard cooperation was carried out in depth, and a working group meeting was held in Beijing, Nanjing, and Heidelberg, Germany, to conduct in-depth discussions on high-power charging and wireless charging, and actively promote the international standardization process.The China Electricity Council and the Japan CHAdeMO Agreement will sign a memorandum of understanding on technology and standards for the field of electric vehicle charging facilities.The world's first series of international standards for electric vehicle charging services, led by China, Part 1: General requirements (IEC 63119-1) passed the CDV vote and is expected to be officially released in the middle of next year.At the same time, the standard has also passed the EU vote to become the EU standard.Looking forward to 2019, China's new energy automobile industry is in a critical stage of transition from the introduction period to the growth stage, and the charging facilities will surely enter a new stage of development.Facing the new situation, new requirements and new challenges, the standardization of charging facilities will continue to play a leading role in standards, accelerate standard setting, conduct standard pre-research and standard implementation, participate in international activities, and promote the healthy development of the industry.
