Issued policies across the country to promote the development of new energy vehicles

According to incomplete statistics, Beijing, Jiangsu and other places in the "Golden September and Silver 10" new energy vehicle industry peak season, issued a number of policies to promote industrial development.


The recently released new energy development policies have been released in Beijing, Guangdong, Jiangsu, Zhejiang, Tianjin, Shenzhen and other places. The main contents include new energy vehicles, subsidies, green indices, and environmental protection.


We will be divided into two categories, the first is the policy of the Ministry of Industry and Information Technology, and the second is the inventory of local policies in key cities such as Beijing, Jiangsu and Shandong.


I. Policy of the Ministry of Industry and Information Technology

1. The “cold winter” of the automobile market has come so fast, and the sales decline for three consecutive months has sounded the alarm for the car companies.  The State Council wants to pass a policy to give the domestic auto market a shot of strength.  On October 12, the General Office of the State Council issued the “Implementation Plan for Improving the Mechanism of Promoting Consumption Systems (2018-2020)”, of which Article 9 deals with the promotion of effective promotion of automobile consumption and proposes promotion policies, among which new energy vehicles are the development focus.

2. On October 17, the Ministry of Industry and Information Technology reported the 313th batch of "Road Motor Vehicle Manufacturing Enterprises and Products Announcement".  There are 141 models of 74 enterprises that declare new energy automobile products in the announcement, among which 119 models of pure electric products, 119 models of plug-in hybrid products, 15 models of 12 enterprises, and 7 fuel cell products. 7 models of the company.

3. On October 25th, the Ministry of Industry and Information Technology issued the Catalogue of New Energy Vehicle Models Exempt from Vehicle Purchase Tax.  According to statistics, after the release of the Catalogue (the 12th batch) in September 2017, there were 161 models with no output or imports at the end of September 2018, which are to be withdrawn from the Catalogue.

4. On October 26th, the third methanol vehicle development seminar was held.  At the meeting, Yang Tiesheng, deputy director of the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology, said: "According to the requirements of the leadership of the State Council, the Ministry of Industry and Information Technology is actively working with relevant departments to study and formulate policies for the promotion and application of methanol vehicles, and has compiled and completed the promotion and application of methanol vehicles. The Guiding Opinions on Work will be signed by the relevant departments and will be officially released, becoming an important guiding document for the next phase of the promotion and application of methanol vehicles."

5. On October 31, the Ministry of Industry and Information Technology released the "third batch of road transport vehicles up to standard models."  The notice includes the pure electric buses of Haige, Kaiwo and Shenlong.


Second, local policy


Beijing: New energy vehicles have a capacity of 400,000 vehicles

 

Beijing issued the “Three-Year Action Plan for Beijing to Win the Blue Sky Defence War”. By 2020, the number of new energy vehicles in the city will reach 400,000 units. By 2020, postal, city express, and light sanitation vehicles (under 4.5 tons) will be basically For electric vehicles, light-duty logistics vehicles (under 4.5 tons) for handling truck passes are basically electric vehicles, and buses used in central urban areas and urban sub-centers are electric vehicles.

 

Shanghai: All buses are replaced by new energy vehicles

 

Shanghai issued the "Shanghai Clean Air Action Plan (2018-2022)", the plan points out that the number of new energy vehicles (standard cars) promoted in 2018-2020 is not less than 43,000, 50,000, 60,000; The proportion of new energy vehicles in new and updated official vehicles is more than 80%; before the end of 2020, all buses in the built-up areas will be replaced with new energy vehicles.

 

Jiangxi: Party and government organs take the lead in using new energy vehicles

Jiangxi Province promulgated the "Administrative Measures for the Administration of Jiangxi Provinces", which stipulates that all government departments should be equipped with domestically produced vehicles, take the lead in using new energy vehicles, and gradually expand the proportion of new energy vehicles according to regulations. This "Measures" will be in 2018. It will be implemented on the 1st of the month.

 

Guangxi: New passenger cars are all new energy vehicles

 

The Guangxi Zhuang Autonomous Region issued the "Several Measures to Support the Development of New Energy Vehicles". The measures show that all new and updated passenger vehicles in the national scenic spots and national tourist attractions above Grade 4A use new energy vehicles.  When the party and government organs, enterprises and institutions, public institutions, and sanitation, logistics, postal, and airport commuting areas in the region add and update vehicles, the proportion of new energy vehicles should increase year by year.

 

Hebei: Party and government organs take the lead in using new energy vehicles

 

Hebei Province promulgated the “Implementation Measures for the Administration of Official Vehicles of Party and Government Organs in Hebei Province”. The Measures stipulate that the party and government organs of Hebei Province should be equipped with domestically produced vehicles to take the lead in using new energy vehicles.  If the official vehicle is equipped with a new energy car, the price must not exceed 180,000 yuan.

 

Shandong: Party and government organs all choose new energy vehicles

 

Shandong Province issued the "Shandong Province New Energy Industry Development Plan (2018-2028)". The plan pointed out that since 2019, the party and government organs and public institutions at all levels in the province purchased motor vehicles, especially for confidential communication and relative When the fixed route law enforcement duty, commuting and other vehicles are equipped with updates, all new energy vehicles are selected.  By 2022, the province's new energy vehicle ownership will strive to reach 500,000.

 

Tianjin: 20,000 new energy vehicles are added each year

 

Tianjin Municipality issued the "Tianjin City to win the blue sky defense war three-year combat plan", the plan pointed out that the bus, logistics vehicles, taxis (network car), official vehicles and rental vehicles as the key areas, continue to increase New energy vehicle promotion efforts.  From 2018 to 2020, the city will add 20,000 new energy vehicles every year, accounting for 4.5% of the city's car ownership by 2020.  In 2018, 3,000 public charging piles will be added. By 2020, the number of public charging piles in the city will reach 20,000.

 

Yunnan: Promoting 50,000 new energy vehicles

 

Yunnan Province issued the “Working Plan for Accelerating the Application and Promotion of New Energy Vehicles in Yunnan Province”, which stipulates that the province will promote 50,000 new energy vehicles in 2018, making the province’s new energy vehicle ownership account for 1% of the total number of vehicles in the province. Reaching the national average, the charging infrastructure meets the needs of new energy vehicles.  At the same time, in 2018, Kunming and other urban agglomerations and inter-city expressways added 15,000 public charging piles, and more than 140 centralized charging stations were added.

 

Hunan: The number of new additions is not less than 2% per year.

 

Hunan Province issued the "Three-Year Action Plan for Pollution Prevention and Control in Hunan Province (2018-2020)". The plan pointed out that the construction of a green transportation system should be accelerated, and the proportion of new energy vehicles promoted each year should not be lower than the total number of new and updated vehicles in the local year. 2%.  Accelerate the construction of electric vehicle charging infrastructure, build 495 charging stations, and charge 200,000 charging piles. Shanxi: The production capacity reaches 300,000

 

Shanxi Province issued the "2018 Action Plan for Shanxi New Energy Automobile Industry". In 2018, it will promote the commissioning or partial commissioning of a number of key projects, and strive to complete investment of more than 5 billion yuan throughout the year; promote a number of leading enterprises to achieve large-scale production, The province's new energy vehicle production capacity reached 300,000 units; a number of core supporting industrial projects were introduced to foster a collaborative industrial chain related to new energy vehicles.

 

Guangdong: Realizing bus electrification

 

Guangdong Province issued the "Opinions of the People's Government of Guangdong Province on Accelerating the Innovation and Development of New Energy Vehicle Industry", clarifying that Guangzhou and Zhuhai will realize electrification of public transportation by the end of 2018, and the rest of the Pearl River Delta cities will realize electrification of public transportation by 2020.  Starting from 2018, the newly-renewed or newly-added taxis and access platforms in the Pearl River Delta region will use new energy vehicles, with a minimum of 50% in the eastern and western regions of Guangdong and an increase of 10% annually; the Pearl River Delta region annually New or new vehicles, such as municipal, commuter, and logistics, will be upgraded or added, and new energy vehicles will be more than 90% by 2020.

 

Shaanxi: vigorously promote the field of travel

 

Shaanxi Province issued the "Three-Year Action Plan for the Battle of the Iron and Steel in Shaanxi Province to Win the Blue Sky Defence War (2018-2020)", which stipulates the promotion and popularization of new energy vehicles in urban public transportation, factory commuting, rental, sanitation and logistics.  New buses and taxis in the city use new energy vehicles.  Before the end of 2020, the existing fuel buses in Guanzhong City will be upgraded to new energy buses, of which not less than 40% in 2018 and not less than 40% in 2019.

 

Hubei: The production capacity of new energy vehicles reaches 500,000

 

Hubei Province issued the "13th Five-Year Plan for the Development of New Energy Vehicles and Special Purpose Vehicles in Hubei Province". The plan points out that by 2020, the province's new energy vehicle production capacity will reach 500,000 vehicles per year, and its main business income will be 150 billion yuan. .  By 2020, the province's special-purpose vehicle production capacity will reach 400,000 units/year, of which the high-quality marketable road-to-new energy special vehicle production capacity will be 50,000 units/year.  The status and influence in the country have been further enhanced, and the scale of production has grown moderately on the basis of efforts to increase the added value. The proportion of production and sales to the whole country has increased to 15%.

 

Hainan: All official vehicles use new energy vehicles

 

Hainan Province has completed the preparation of Hainan Clean Energy Vehicle Development Plan (Public Consultation Draft). The plan emphasizes that Hainan Province will use government financial expenditures and direct or indirect control of party and government organs and state-owned enterprises and institutions. The car in the field of parade rental and other fields is the breakthrough, and it is the first to start the clean energy project.  Since the release of the plan, in addition to special purposes, the addition and replacement of vehicles for official vehicles will use 100% of new energy vehicles.

 

Zhejiang: The proportion of new official car purchases is not less than 50%

 

The “13th Five-Year Development Plan for New Energy Vehicle Industry” issued by Zhejiang Province stipulates that by 2020, a new energy vehicle promotion and application pattern covering the whole province will be formed, and 230,000 new energy vehicles will be promoted and applied during the “13th Five-Year Plan” period. Jiangsu: Forming a private purchase of new energy vehicles

 

Jiangsu Province issued the "13th Five-Year Plan for the Promotion and Application of New Energy Vehicles in Jiangsu Province", stipulating that during the "13th Five-Year Plan" period, more than 250,000 standard vehicles for new energy vehicles will be promoted and applied in the province, and private consumption will be formed by 2020. Fujian: Capacity reached 300,000 units

Liaoning: Buses are all updated to new energy vehicles

 

The “Three-year Special Action Plan for Pollution Prevention and Control in Liaoning Province (2018-2020)” issued by Liaoning Province, the plan points out that by 2020, the city bus and taxi in the main city will strive to be completely updated (reformed) into clean energy or new Energy car.

 

Anhui: The proportion of new energy vehicles is increasing by 10% year by year

 

The "Policy on Supporting the Innovation, Development, and Application of New Energy Vehicle Industry" issued by the People's Government of Anhui Province clearly stipulates that new energy vehicles will be included in the centralized procurement catalogue of provincial governments.  The newly added and replaced official vehicles in the province will increase the proportion of new energy vehicles in strict accordance with regulations, and all the communication vehicles will be equipped with new energy vehicles.  By 2020, the scale of application will be expanded year by year according to the increase rate of 10 percentage points.  From 2018 onwards, 100% of the newly added parade taxis in the first-class cities use new energy vehicles. The proportion of the second-class cities is not less than 50%, and the proportion of the three types of cities is not less than 30%.

 

Inner Mongolia: 100,000 new energy vehicles in 2020

The Guizhou Provincial People's Government issued the "Notice of the Provincial People's Government on Printing and Distributing the Three-Year Action Plan for the Winning of the Blue Sky Defence War in Guizhou Province", which stipulates that the new and updated public transportation, sanitation, postal, rental, commuting, and Light-duty logistics and distribution vehicles use new energy or clean energy vehicles, and new or replacement vehicles such as airports and railway freight yards mainly use new energy or clean energy vehicles.  Before the end of 2020, the proportion of new energy vehicles in new and replaced buses in key areas will be no less than 35%.
