Strictly check the restrictions on new energy vehicles
In the reply document, the Ministry of Industry and Information Technology once again stressed that it is forbidden to restrict the purchase of new energy by local governments. The implementation of the new energy should be abolished. At the same time, it is necessary to supervise the implementation of the restrictions on new energy vehicles.
In September 2015 and February 2016, the State Council executive meeting deliberated and decided that local governments should not impose restrictions or purchases on new energy vehicles. Those that have already been implemented should be abolished. At the same time, they must supervise the implementation of restrictions on new energy vehicles. On October 22, 2015, Vice Premier Ma Kai presided over the National Energy Conservation and New Energy Vehicle Industry Development Promotion Symposium, clarifying that the General Office of the State Council should conduct special supervision with relevant departments to implement the State Council's explicit ban on new energy vehicles and purchases. Policies that have already been issued must be cancelled immediately. If no measures are introduced, similar measures should not be implemented. Cities with special circumstances should be studied and implemented steadily and must not be implemented.
By strengthening policy publicity and adopting a series of measures including supervision and self-examination, local governments have implemented the decision-making arrangements of the Party Central Committee and the State Council. Currently, in cities where motor vehicles are restricted, the cities that purchase new energy vehicles have been canceled.
Establish a fuel vehicle banned demonstration zone
In addition to strictly checking the restrictions on new energy vehicles, the Ministry of Industry and Information Technology also revealed an extremely important message to encourage consumers to use new energy vehicles, reduce fuel use, and conduct pilot projects in specific urban areas with conditions to establish zero emissions. In the demonstration area, new energy vehicles are encouraged to be used, and fuel vehicles are prohibited from entering.
This policy of the Ministry of Industry and Information Technology is not a temporary one. As early as April this year, the Xiong'an New District has introduced a policy of prohibiting the entry of fuel vehicles by the Citizen Service Center. Now that the policy has been implemented for half a year, the Ministry of Industry and Information Technology’s response is more justified.
At present, many countries around the world have announced the ban on fuel trucks. The Ministry of Industry and Information Technology has also revealed that the time limit for fuel trucks is already under development. According to the predictions of major authorities, the ban on fuel vehicles in China is likely to be implemented from 2035. The Ministry of Industry and Information Technology directly announced that it will "set up a zero-emission demonstration zone and ban fuel vehicles from entering", which is undoubtedly an ultimatum for fuel vehicles.
